Brentwood Projects2024 Roadway Paving Program
Title: Roadway and Sidewalk Improvements Coming Soon to Brentwood!
We have exciting news to share - major sidewalk repairs and road repaving projects are planned for Brentwood Borough this summer! At their March 18th meeting, Council awarded contracts to revitalize the following streets:
- Bellanca Ave.
- E. Brentridge Ave.
- Elroy St.
- Kaplan Ave.
- Kestner Ave.
- Allaire Way
The sidewalk improvements will be done by Piccolomini Development, while El Grande Industries will handle the road paving work. Construction is anticipated to begin in May and be completed by July 31st.
While there may be some temporary inconveniences during this process, we appreciate your patience as we invest in enhancing our community's infrastructure and beautifying our streets and sidewalks for years to come.

NOTICE TO BIDDERS
BRENTWOOD BOROUGH
OF
ALLEGHENY COUNTY, PENNSYLVANIA
Sealed Proposals will be received by the Brentwood Borough, Allegheny County, Pennsylvania for:
2024 Road Paving Program 18-439-619.
Project Description: Project consists of:
The project requires the preparation and resurfacing of approximately 12,200 S.Y. of various existing roads throughout the Borough. The base bid includes approximately 12,200 S.Y. of roto-milling and profiling; Keyways approximately 380 L.F., base repairs, if necessary, approximately 200 S.Y., placing approximately 1,300 tons of 19mm Superpave Binder, placing approximately 12,000 S.Y. of 9.5mm Superpave Fine Graded 0 to 0.3 million ESAL’s Wearing Surface; traffic control; lawn restoration; and other items incidental to the project. Mobilization, Bonding, and Insurances shall be considered incidental to the work performed under the scope of the Contract and shall not be considered additional pay items to the Contractor.
All Proposals must be submitted electronically on Pennbid.com before 10:00 A.M., prevailing time on Friday, March 08, 2024.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.
Pennsylvania Prevailing Wages are required to be paid on this project.
All bidders must be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, and F1. All bids submitted must have the contractor’s valid pre-qualification certification attached to the outside of the bid or it will be rejected.
Proposals to receive consideration must be accompanied with a Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Brentwood Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
The Proposals must be made to the Brentwood Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.

Former Borough Building Site Redevelopment Project
Brentwood, PA: November 28, 2023: Representatives from Massaro Properties, LLC presented their plans during the public Borough Council meeting on November 27, 2023 to redevelop the vacant lot that previously housed the former Brentwood Borough building. The development will achieve development goals that were established by the Brentwood Borough Council and include the following:
1. An innovative development which builds upon Brentwood's character, contributes to the sense of place, and serves as a model for future (re)development in Brentwood's business districts along Brownsville Road and State Route 51.
2. A market-rate rental apartment community with ground floor retail - preferably some type of restaurant.
3. Plan for incorporating and incorporating Pary Street, which traverses the site.

4. A proposed parking plan that incorporates into the project design a combination of on-site parking, street parking, and/or the use of additional Borough owned property located at 10-13 Marylea Avenue and/or 3630 Pary Street.
5. Pedestrian-friendly design of all street frontages.
6. A financial return for the Borough for the sale of the Property, as well as the future property taxes and earned income taxes generated by the development of the property and the renters.
7. A Project Labor Agreement (PLA) shall be entered into between the Developer and the Pittsburgh Regional Building and Construction Trades Council for the construction of the new development at the former Borough Building Site.
The project is estimated to be over $15 million and will be funded by the developer with assistance with grant funding provided by the Borough. "This will be a true public/private partnership that will provide much needed redevelopment in the Central Business District that will include retail space, market rate apartments, and community amenities." The Borough will maintain ownership of the parcels but will enter into a development and lease agreement with Massaro. The proposed building will include 35 Residential 1- and 2-Bedroom Units, 42 Parking Spaces, and 8,000 SF of Commercial Space.
It is anticipated that the construction will commence in 2024.
