About the Department of Finance & Human Resources
The Finance & Human Resource Director provides a critical dual role for the Borough. The Director provides fiscal accountability and safeguards the public’s money from imprudent or unscrupulous spending. In her financial capacity, the Director oversees the flows of revenues and expenditures, tracks monetary assets and liabilities, supervises purchasing, forecasts long term fiscal needs, and authors grants to obtain project funding from outside sources. The Director also manages the Borough’s most critical assets: its human capital. Human resource responsibilities include conducting interviews to fill employee vacancies, managing professional development, administering benefits and pensions, and performing labor relations work.
Prior to joining our staff, Susan Toth spent over two decades managing accounts, tracking invoices, and performing bookkeeping duties for equipment wholesalers. She began working with the Borough in a clerical role in 2007. Because Susan showed an aptitude for financial management, she received extensive on-the-job training from the department's prior director; consequently, she was able to seemlessly transition into this new position in 2013.
